To run it as fcgi it needs the .fcgi file extension. You can just symlink: sudo ln -s /usr/lib/cgi-bin/mapserv /usr/lib/cgi-bin/mapserv.fcgi and then your request needs to be: http://localhost/cgi-bin/mapserv*.fcgi* ?SERVICE=WMS&VERSION=1.1.1&REQUEST=GetCapabilities
