You are likely missing a switch at the cmake command, such as:

cmake -DPOSTGRESQL_LIBRARY=/usr/local/pgsql/lib/libpq.so -DWITH_POSTGIS=1

Make sure you also install the dev libs for PostgreSQL, such as:

  sudo apt-get install postgresql-server-dev-10
