Hi,

I'm not sure if it will resolve your use case but maybe have a look at LAYER 
MASK - https://mapserver.org/mapfile/layer.html#mapfile-layer-mask (see also 
https://mapserver.org/development/rfc/ms-rfc-79.html). 
Although it sounds the inverse of what you need? Maybe you can create an 
inverse raster layer for the mask?
