Not sure. I have check some implementations of strptime.c (although I could not locate the one used on mac) and I do not seem to see the limitation in them. You should file a bug on it.

If Mapserver is converting time to seconds since the epoch
(1970-01-01T00:00:00Z), then 1965 may pose a problem.
