Nope, that is not correct, in my view. Doing that would restrict the use of the software, and hence, it would not be "free." (I did say that I am more Stallman-ian than open source). Anyone and everyone should have complete freedom to do whatever they want to do with the software, as long as they don't, in turn, restrict the freedom of anyone else.
