I see you have added this bug: http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=1547 I would like to see the use of values that range from 0 to 1 to specify the location. So if you wanted the middle of the image, you would use 0.5 0.5 . Perhaps the REALTIVETO could be IMGSIZE or something like that.
