Layton GeoSciences (Now TerraGo apparently) won a huge NGA/NIMA contract to supply the technology for the military's push into digital mapping.  If I remember correctly GeoPDF beat out .pmf from ESRI, as well as a few other competing formats.
 
I have played with some of the demo files on their web site, its a pretty nifty way to distribute digital maps usable for moving-map type applications.
