Hi,
you might have a look at plone (www.plone.org) the CMS that drives
mapserver.gis.umn.edu (no web-mapping out-of-the-box)
Then have a look at primaGIS http://primagis.fi/ (now you have
webmapping-in-the-box ;-))

Another opportunity is CPS (CMS with plone-like functionality) that also
has "geo-awareness" (rather new and also french...):

Both projects are based on Zope, a OpenSource CMS plattform developped
