I think It was just forgotten. I have added a bug on this 1689. I will
be adding it later today.

is there any reason why Mapserver WMS does not advertize the GetStyles
request, which it does support? DescribeLayer and GetLegendGraphic are
advertized, but GetStyles isn't.
