David, I'm attaching a map file with one layer, that has the same problem (I was trying to figure out if there was a bad layer in there).

John, One way of handling this is to have a CONFIG directive on your map object. I think this would look something like: MAP CONFIG "PROJ_LIB" "C:/PROJ/NAD" ...
