MS4W already has SDE support included if you're using Windows. All you need is the SDE C SDK installed and on your path. There are instructions on what is necessary to swap in the distribution.

If on *nix, the Unix Compilation Howto has some information about SDE <http://mapserver.gis.umn.edu/docs/howto/compiling_on_unix>. Basically, all you need is the SDE C SDK installed somewhere for your platform and you point configure at it.
