Mike,
I use a slightly older version of Mapserver against ArcSDE 8.3 and
ArcSDE 9. (I believe the ArcSDE 9.x C API works with 8.3 as well.) I'm
fairly sure the latest MS4W will connect to ArcSDE 8.3.

PS - I've been doing some testing here with MapServer over MapInfo
MapXtreme.NET. MapServer wins hands down even reading MapInfo TAB!
