A way to do this is to associate your WMS with a WCS (Mapserver supports
both), or you can even use Geotiff as an output format for WMS.

Each layer can be viewed individually by clicking on it in the layer
list. Saving that image allows you to save that layer. You can also
save the layer's URL.
