I would most certainly consider re-installing a more recent operating system from scratch; especially if there's any uncertainty about what software is and isn't on the server, and how current (secure) it is. Ubuntu is free and easy to install, however you may have access to Red Hat knowledgable people. As a plus, you will have a means for getting system updates (not sure what the support status of Red Hat 6 is), and the confidence that you can rebuild the server from first principles if the hard disk ever dies. Note that some dedicated server hardware can use expensive or difficult to come by components. I had a server that was not worth fixing because one U-SCSI disk in the array cost more than I had paid for the entire server. If you want to tinker with Mapserver, pretty much any old PC will do (and probably be a lot quieter than a tower case crammed full of high speed disk).
