Yes it should contain the mapserv CGI in the cgi-bin directory.
If you downloaded a package that included the GMap demo then you can
test it at http://yourserver:port/gmap-demo/ as per the instructions at
http://www.maptools.org/fgs/index.phtml?page=install.html
BTW, your questions about FGS installation issues should probably go to
