Did you build MapServer and GDAL yourself? A Aaron pointed out, you
might have missed the --with-ogr option in mapserver, it's not
automatic when you enable gdal support.
Alternatively, have you looked at my MapServer package for OSX? If
there is something missing that you need, let me know.
