I'll probably end up doing that since I need functionality sooner than later... So I'd count me as representative of someone coming to MapServer, but not necessarily using it by the time MapScript for Perl on Windows was released...

Matt, A windows port of perl mapscript has been discussed at different times and if there is enough requests for it we could see about contracting & funding the development.
