[UMN_MAPSERVER-USERS] merc projection changing lat_0 has no effect

When I change lat_0 it has no effect on the map that is produced.
When i change lon_0 the map is shifted the appropriate amount, but
nothing seems to happen when i change lat_0.  Any ideas on what i
could be doing wrong?
