Does anyone know if MapServer can reproject an image file, not a shapefile
or netCDF file or anything like that. A picture, a world image in png
format.
Sure it can. Specify a projection block in the layer definition, same as
you would with vector data.
GDAL (which you surely have if you're using Mapserver) also includes the
gdalwarp program, which can reproject the image once and for all, so you
don't have to do it at runtime within Mapserver.
