[UMN_MAPSERVER-USERS] is it possible to add icons from client side on a map?

Hi,
I am  new to map, mapserver and related stuff.

I want to know that:
Is it possible to add icons on a map manually without doing a lot of coding 
?
Is there any tool available which can be used to add  icons on map , so that 
a non-technical person be able to add icons without involved in the 
complexity on map generation?
