If you have some hours to write a bit of code, I suggest to try it. These 2

JBox itself doesn't have a toolbar, but it's not too much difficult to take
one (for example the Mapsurfer one) and to use it with the JBox.

If u want to use a java applet, there's also jBox (which has both
"recenter" and "pan"). If u want the equivalent, using javascript, there's
dBox, but in the "old" version it has a recenter tool (not pan). In the the
new one, I don't  know.
