Dejan,
MapServer uses full resolution imagery when you are zoomed in to full
resolution.
Perhaps the DWG viewer uses sub-pixel interpolation when you are zoomed
in past full resolution. MapServer does not, by default, so things
will start to pixelate at that leve.
