[UMN_MAPSERVER-USERS] .map file generation

I have been fighting all week trying to make the .map file I have ms4w 
running, I have tryed Quantum GIS and tons of python tricks with no luck 
can some one help me.
the file is tgr47079lkA.shp its a tiger 2000 file Line File i am trying 
to make it display the FENAME field. any help free or commercial is 
appreciated.
