Just as a note ms4w for mapserver beta 5 and mapserver-4.10.3 were
updated this morning and contain a new libmysql.dll coming from ms4w2.2.2

It seems that PHP 5.2.2 and 5.2.3 have a broken libmysql.dll, see:

... and using the libmysql.dll from MS4W 2.2.3 can solve the issue.
