Transparency is set at the layer lever, so you can set transparency for
the symbology for that layer, but you can't just make the fill of a
polygon transparent and leave the border solid. 
 
(At least not in one layer.  To solve this, you can use two layers to
represent the same features, one with a semi-transparent solid fill and
the other with a solid border)  
 
If you are using version 5.x, the parameter is OPACITY, if you are using
4.x, it is TRANSPARENCY.  The values are the same, low numbers are less
opaque than high numbers.
