Pam,
1. You can make a selection set of the desired parcels by using the selection tool in 
the main toolbox or by one of the other selection methods available. 
2. Then, go to "Tools" > "Export" and export the 'selection' to a 'standard geo file'.
3. Add the resulting layer and change the styles (fill color, boundary line etc.) to 
whatever you wish
4. If you would like to show all of the areas as one with one outside boundary you 
would need to join the individual areas using the Join Areas tool in the "Map Editing 
Tool Box". However, the info for each unique area would be lost within the newly 
created layer. Of course that info would be preserved in you original parcel layer.
