Carrie, How about substituting a dummy layer of the same name and type where it is looking for the layer just to get the workspace to open, then replace it with the real one?

In trying to open the workspace, I receive a message back that the layer cannot be found in c:\isite\proj\delias\geo; However, the layer is present in that directory. I can open the layer independent of the workspace without any problems. I can even re-export the layer to another directory and open it without any problems. If I move the layer to another location, I will get the opportunity to browse and point to the layer, however, I get the same error.
