The link you provided is for Oklahoma.  Is that the entity for which you have 
noticed differences?  The regular session (2001-2002) of the OK Legislature 
failed to pass Congressional districts by the mandated date. The task fell to 
the courts and the district court of Oklahoma City adopted the Governor's 
proposed plan on 5/29/2002. The ruling was upheld by the OK Supreme Court on 
6/27/2002. Until 2/2/2004, the only official document on the Oklahoma state 
website which reflected these changes was a .gif image. In February 2004, the 
legislature introduced bills (HB 1826, SB 1229) delineating the court mandated 
boundaries that would be used for the November 2004 general elections.  The 
January 2005 release of our legislative districts product reflects the 
Congressional boundaries for Oklahoma based on the Feb 2004 legislation.
