The easiest way is simply to export all the points in your DBD to CDF (compact geographic file), automatically the blank records will be discarded. Other solution is to select first the non blank records (i.e. Longitude <> null ) and then export the selected ones. My experience is that all this is faster than select and delete, because the deletion seems to be a traumatic operation for a GIS. Good luck!
