Hi: Check out the Smallest scale settings in the Overlaps tab of the Automatic Labels command. The described behavior occurs when the Smallest scale for the labels is set to 1:35000, so you will have to display your map at 1:35001 or smaller scale to aloud the labels to show. Similar settings could be "hidden" under Selection Sets, or (harder to find) Feature Display settings.
