I think specifying a "0" as a boundary for making internal and external bands at the same time makes sense  -10,-5,0,5,10
 
But I do not think most users will understand the difference between specifying boundaries 0,5,10 and 5,10   Help needs to be clearer
 
For the HELP entry, some clarification would help.
 
· Type a list of sizes to create one band of each size. For example, ask for bands at 2.5 miles, 5 miles, 10 miles, 25 miles, and 50 miles, and you get 5 bands, around each feature.
  Entering 2.5,5,10, ... miles creates the first band which includes the original polygon, then the second band is from 2.5 to 5 miles, etc.
  Entering 0,2.5,5,10, .... miles creates the first band from the boundary of the original polygon to 2.5 miles, the second from 2.5 to 5 miles, etc  (or something similar)

If you read the topic "Using Bands Inside Areas" under "Creating Bands" it
says:

"To create bands inside an area feature, enter band sizes that are less
than zero instead of greater than zero. For example, you could ask for
bands around Los Angeles County in sizes -10 miles, 0 miles, and 10 miles."

That is an example of two bands, one inside and one outside of the border
of the area, plus one that is the same size as the area to separate the
other two.
