[Maptitude] helping turning off shields

I am trying to turn off the route # shields in the
highway layer.  Both US
routes and Interstate highways seem to be in the layer labeled “highways”
since both disappear when I turn it off.  I have also deleted highway and
interstate layers from the map, and added highways back in and get both roads. 
But there are shield labels for both sets of roads, and when I go into the
label option to turn them off, they are not turned on.

 

I would like to show interstate highways with their
shields and state highways without.  I have added the interstate layer; is
there any way to add just the US
highways without shields?
