As long as you have a header with projection infomration, you should be
able to import it into some raster system , and then export it to
vector.  If you do not have a raster program, I suggest you donwload
SAGA GIS  .  It is an open code project and it includes GDAL, a
powerful library for importin/exporting geographic data.

You could even import it to maptitude manually, usign an excel worksheet
to compute each coordinate, or (as in most non standard data management
cases)  use a dk macro.
