The highway layer that has the shields has probably autoscaled off when the 
street layer comes on. You can change the autoscale settings for the highway 
layer in the Layers dialog box.

Note that the highways and the streets are not from the same sources, so 
they do not always align perfectly. A trick that I sometimes use to get the 
highway shields to display with the streets layer is:

1) Put the highway layer first in your map and set largest autoscale to 
match the autoscale of the street layer
2) Put a layer like tracts or ZCTA next with the style set to solid, no 
borders, and no labels
3) Add any other layers, including streets.

When your map redraws, the solid ZCTA/Tract layer will cover the highway 
geography, but the shields will still draw.
