[Maptitude] Small multiples of WA state

I want to make a layer that has several miniature county maps of WA   4 across by 3 down.  The dataview would be by county the columns would be various cancer rates, or other variables.  Any idea how to make this in Maptitude?

 

There is a website http://www.mapshaper.org/test/demo.html  which allows one to simplify .SHP files. I have used this site to simplify maps for publications where I am using small maps, perfect for the small multiple maps above.  It is in alpha state but seems to work very well. The developer is a masters student in WI.
