Thank you for your help. I write them out to text
geography in the order I want. The way it draw is correct but when I
open the dataview the "ID" is not in sequential order???
Any thought on this??

Louis,
You can write them out to text geography in the order you want assigning
the id, and when you import them that is the order they will draw. That
is how we do concentric circles (nontopological) so the outer ones draw
first.

Here is the file.
If you open this sample file in a dataview. The ID is not in order. So
when I display the area. The small area (ID 2) is cover by the big area
(ID 1).
