I use trainees. Cheap and more or less reliable. 

Just kidding, but the procedure I use is to create a grid, and put a trainee to 
export Google Earth images of each grid cell (1km x 1.2km) in jpg. Then I use 
irfanview to batch convert the image files to TIF. And the trainee register 
them. For 300 images, it takes around 2 weeks. I do that once or twice a year.

For google maps, you can use software you find in the web to download the 
images and stitch them automatically in larger area image files. Them, you'll 
need convert them to tiff and register them manually. Using GM downloaders is 
interesting because you can download the images under various zoom levels.

Someone clever could do the registering process automatically by programing.
