I guess you have multiple precincts (lets call it 'A') bisected by this line
(street segment; lets call it 'B') and you want the bisecting points
(polygon and line intersection) to be identified as nodes? Please
elaborate...

 

If so, you need to do the following:

 

a)     convert the precinct polygon layer 'A' to a line layer using
TOOLS-->GEOGRAPHIC-UTILITIES-->LINES/AREA-CONVERSION and add layer (let's
call it 'C')

 

b)     merge (TOOLS-->GEOGRAPHIC-UTILITIES-->MERGE-GEOGRAPHY...) 'C' with
the  'B' and let's call this new merged line layer 'D'

 

c)     convert again 'D' to a polygon layer using
TOOLS-->GEOGRAPHIC-UTILITIES-->LINES/AREA-CONVERSION (this time it's the
opposite) and call the new layer 'E'

 

d)     this new layer 'E' will have 'B' split into several segments by the
precinct boundaries. You can select (SELECTION-->SELECT-BY-LOCATION) the
segments of 'E' based on 'B' : you have your street segmented!

 

I guess all your 100 or so segments can be done following the above steps
just once!

 

If this is too confusing please let me know ...
