We have regional data within the U.S. it's mostly a state-wide grouping but
some counties don't play by that rule and secondly the regions extend beyond
the U.S. borders.

For example:

North-West includes Washington state and parts of British Columbia; Puerto
Rico and Virgin Island form the Caribbean sales region; Parts of NJ belong
to Eastern while other parts of NJ fall into Mid-Atlantic

I did create districts using ZIP codes but I face three issues now:

1. I need to add some ZIP codes that were left out (and are
essentially blank). I somehow cannot get to do what is being described in
the online
tutorial<http://www.caliper.com/Video/Maptitude/Video-Territories.htm>(where
they use the tools and then click on a state to add it to a
district).

2. I also need to add non-U.S. areas (such as adding BC to the
North-West region, or creating a Caribbean sales region), but considering I
fail with the first issue above, it’s no wonder, I haven’t figured out how
to do this thing.

3. Is there a way to “move” some of the regions on the map, for
example move HI closer to the West Coast, or is Photoshop the only way to
get that done?
