I am doing some research comparing different state redistricting plans in which
the people in a given district have moved from an odd-numbered state senate
district to an even numbered district (or vise versa). Some states stagger
their elections for state senate (presidential or off year), and there is a
need to compare what the percentage of 'delayed voting' are for people after
redistricting plans have been passed.
It seems to me that there might be some function that could be applied to
compare the characteristics of the districts loaded as layers into the map
(whether there is a remainer after dividing by 2); as opposed to doing a
compare plans option within Maptitude for Redistricting.
Iowa, for example, has nested house districts within each senate district, and
their plans are proposed by a legislative service bureau. I am wanting to look
at the percentage of people who might have had to wait an extra 2 years after
the 2000 election to vote for a state senate candidate, and then compare that
to the new plans adopted in 2011.
