Isn't this a matter of "tagging" each of your points as being within a county (Tools/Geographic analysis/Tag points by area). One way to carry on from this is to then open the new datasheet (in which each entry now has its county) into Excel and do a pivot table to tell you how many of the points there are in each county. Then import back into Maptitude and do a chloropleth or themed map in the usual way.
Perhaps there are short cut along the way.
