I'm not a complete expert, but I had a similar problem recently and if the dataset you're using is stored in the compact format then you can't edit it and the map tools will be greyed out. As ozhamlet said, you need to export it to a new dataset, just make sure you choose the standard and not the compact format. Once you do that you can edit it.

Try creating a selection set of the tracts and then from the main menu
select Tools | Export, make sure the 'Export' field in the resulting dialog
box has the name of the selection set you just created, give the layer
a meaningful name, select any of the options you want (press F1 for more
help) then click OK.
