Lot of questions here

How large is your map scope?  (miles wide by miels hegiht)
Are you sure the culprit is the street layer?  have you tried printing at
the same scope with streets turned off?
Are you labeling all streets?  have you tried changing the labeling
settings? (avoid duplicates, smart labelling, etc)?
Does this happens everytime you redraw the map? or only when printing it to
PDF?
Have you tried saving the mpa as an image, and then printing the image as a
PDF?
Are you using layered PDF?
what program / extension are you suing for creating the PDFs?

And last but not least: what version of Maptitude are you running?
