Create your colour theme for the country map. Use white as border between the countries. Zoom to your country. Save file as wmf / emf file.
You can then insert / open that emf / wmf file in many programs including PowerPoint and then ungroup the map items and you will then have your countries. You can also then dress up as in change colours, do creative fills, and put on shadows or bevels.
