I'm trying to create districts from information in a spreadsheet that includes
county codes. All of the codes for counties in the United States are present.
When Maptitude creates the districts, it puts lines around a handful of
counties in West Virginia and South Dakota rather than just including them in
the larger area. Has anyone encountered this problem or does anyone have a
suggestion on how to fix it?
