But consider this: the size of the legend is determined automatically by the 
software based on the sizes of the items appearing therein. So the legend would 
appear to shrink as you increase the size of the paper, even though it is the 
same size in absolute terms. 

Naturally, you'll want a larger legend on a poster-sized map than on a one 
fitting on a standard 8.5 x 11 page. The way to increase the size of the legend 
is to increase the size of its contents: right click on the legend to modify 
its properties, and experiment with font sizes until you are satisfied with the 
results.
