Open your data in Maptitude. Assuming your State field has state abbreviations, create a formula field with your data using the formula County+" "+State where County and State are your column names for those fields. That will create a new field with the county name followed by a space and then the abbreviation that you can use to join to the County layer. Note: When I have done this, I still sometimes have to clean up a few of my records first. For example, where I might have "Du Page IL", the Maptitude county layer has "DuPage IL". After you do the join you can select the records that do not have any of your data from your 3rd column and see the counties where there may be a matching problem.
