Well, OK. Given that ARF messages are invariably generated by software
rather than by people, what problem is caused by them generating two or
three messages to report multiple failures rather than one?

The one complication I can think of is that if there is the potential for getting multiple messages, there's no way to tell if you are going to get more.

I agree that correlating multiple reports about a single message into a single "meta-report" for local use would not be a problem. The problem might be knowing when you had gotten all the reports you were going to get so you could do that processing.
