For cmake there is 'cmake -LH' and 'cmake -LAH' (the second also shows "advanced" options). But if a variable is never set in cmakefiles (which is the case for some of WITH_xxx and WITHOUT_xxx - they are only checked, but never set), it will not show out in help. In 10.1 this is fixed in the sense that plugin configuration is now done with PLUGIN_xxx variables. They show up in help, and they are sorted separately, not intermixed with other WITH_xxx variables, like WITH_EMBEDDED_SERVER or WITH_SAFEMALLOC.
