no idea what "not just per user" shoud mean


setup a new user via phpmyadmin, it ask for ssl options there


if you want to enforce TLS than it is per user

there is also no global option for limit users to specific source IPs and all other settings in teh permission tables - why should there by a different handling for the ssl column?
